This paper describes a project to incorporate all of the Lawrence Livermore National Laboratory (LLNL) Evaluated Photon Data Library (EPDL) and Evaluated Electron Data Library (EEDL) into the Electron Gamma Shower Version 4 (EGS4) coupled electron-photon Monte Carlo code. Today the EGS4 code is one of the most widely used coupled electron-photon Monte Carlo codes in the world - particularly in the fields of high energy physics and medical physics. EGS4 employs the photon cross section compilation of Storm and Israel, almost a quarter century behind current compilations. There have been several attempts to improve the low-energy photon modeling of EGS4. However, a consistent approach is desirable.
