This paper will discuss the methodology and algorithms necessary to construct a life cycle model of a fossil fuel fired cogeneration plant producing large tonnage chilled water capacity. A case study will be presented which will focus on a study performed at the University of Illinois to allow master planning for a 25,000 ton campus central chilled water system to be integrated with an existing 25 MW cogeneration plant. Issues such as electric/thermal load balance, life cycle cost/savings assumptions and financial strategy comparison techniques will be reviewed. A simplified model will be constructed and displayed in a graphic and spreadsheet format.
