Reducing the threat of nuclear theft in the former Soviet Union

Nothing could be more central to the United States security than ensuring that nuclear weapons and the needed materials to make them do not fall into the hands of radical states or terrorist groups. Reducing the proliferation risk posed by the theft or diversion of weapons-usable fissile materials will require a comprehensive plan of action. The author provides some scope to this threat and some proposals to deal with these issues.
