Breaking up is not so hard to do: A disaggregation proposal

The best way to restructure an electric power industry that is part monopoly, part competitive, is to create two separate companies - one a T&D utility, the other a competitive generating company. If it`s done right, every interest could come out a winner. While most would prefer to move toward increased competition through industry restructuring, the barriers remain substantial. To date, no workable plan has been presented for disaggregating vertically integrated utilities and implementing a system in which retail customers have direct access to wholesale markets. To begin to address the underlying structural problems, and not just the symptoms, the authors have developed a proposal for disaggregating a vertically integrated utility into a separate nonprofit transmission, distribution and service (TD&S) cooperative and a forprofit generation company. This new structure has the potential to segregate monopoly and competitive functions into separate corporate entities and thereby resolve a number of complex regulatory issues.
