Jones, an economist at the American Petroleum Institute in Washington, D.C. Theoretically, there are two approaches to achieving reductions in greenhouse gases: to introduce energy-saving technologies or to impose heavy taxes on coal, oil, and natural gas. {open_quotes}It appears that aggressive policies aimed at significantly reducing carbon-dioxide emissions in the short term will cost much more than they save,{close_quotes} Russell says. Moreover, it is not yet clear exactly what policies will prove most effective, Russell says. For all these reasons, he urges that developed countries avoid repeating {open_quotes}the costly efforts of the past, which have drained our economics without appreciably benefiting our environment.{close_quotes}
