World responds to climate change and ozone loss

Scientists and policy makers increasingly agree that the depletion of the ozone layer poses a threat to human health and the environment. {open_quotes}Less scientific consensus, however, exists on the potential adverse health and environmental effects of global climate change,{close_quotes} say Alan Miller, executive director of the Center for Global Change at the Univ. of Maryland, and Mack McFarland, principal consultant for environmental programs at Dupont Corporation. International consensus on the dangers of ozone was comparatively easy to reach, the authors note, {open_quotes}because only a handful of companies produced ozone-depleting chemicals,{close_quotes} and scientists worldwide agreed that ozone loss posed a serious problem. Global climate change, however, is a far more complex issue. Because all industrial societies depend on fossil fuels, they balk at making huge investments to curb greenhouse gases. Moreover, scientists have yet to reach consensus on the extent of the problem. {open_quotes}Because of the complexities and uncertainties of climate change, it is...critical...that both sides avoid taking extreme positions and making overstatements,{close_quotes} the authors warn.
