The changing marketplace: Recovering the costs for efficiency services
Financing programs are being tested to replace traditional subsidized energy efficiency services in a deregulated marketplace. Historically residential energy efficiency services have been subsidized by utility ratepayers and by taxpayers through federal and state programs. With deregulation of the utility industry on the horizon, along with cutbacks in federal and state spending, money is becoming less available. As a results, providers of residential energy services are beginning to look for ways to generate income to cover the costs of these services.
