US conventional arms transfers: Promoting stability or fueling conflict?

Ever sense President Nixon outlined a new national security doctrine in 1969 that emphasized sending arms instead of troops to defend United States (US) interests, policy-makers have taken it as an article of faith that arms transfers are virtually a risk-free way to win friends and intimidate adversaries. This enthusiasm for swapping arms for influence is based on the flawed assumption that the laws and policies of the US have succeeded in ensuring that this technology is supplied only to reliable allies who use the systems for legitimate defensive purposes. The author concludes that recent experience suggests otherwise and reviews the policies of the Clinton administration.
