This paper presents the results of an audit of the adequacy of Cook Inlet platform process facilities. The purpose of the study was to verify that these facilities are safe, have a low risk potential for fires and explosions and conform to current API recommended practices. The paper describes the simplified procedures that were developed for the system safety reassessment. The study program involved (1) the preparation and review of a database of well and process safety systems of all fifteen Cook Inlet platforms, (2) a statistical comparison of Cook Inlet facility incidents with experience in other areas, and, (3) a more detailed review of the system safety of the wells and process facilities of three selected platforms. Standards for the design and operation of topside facilities did not exist at the time fourteen of the fifteen Cook Inlet platforms were designed and installed in the mid-sixties. Operators, however, have, over the years, updated the facilities and no significant deviations from the industry process safety standards were found. As a result of the study the capacity of the relief and vent systems on a number of platforms are being reviewed to assure that they have adequate capacity.
