Less than a year and a half from now, representatives of the 160 governments party to the nuclear Non-Proliferation Treaty (NPT) will gather in New York to determine its fate. President Clinton has called for an indefinite extension of the treat at the April 1995 extension and review conference, but for the past year high-level U.S. leadership in the vital day-to-day work of the NPT extension process has been lacking. Detailed consultations with the widest possible range of governments to set the stage for success at the extension conference have hardly begun.
