China and the region: Facing a decade of challenges

For nearly two decades the leaders of the People`s Republic of China (PR) have reaffirmed at every opportunity that China`s national strategy is economic development, with the highest priorities being given to the modernization of agriculture, industry, science and technology, and defense. These {open_quotes}four modernizations{close_quotes} are the critical components of a strategy for achieving comprehensive security and balanced development within a peaceful and reasonably secure environment. Because this strategy results in whole sectors of society and various geographical regions being slighted, achieving leadership consensus to implement policies involves difficult compromises and horse trading, sometimes only achieved under the pressure of external events.
