The {open_quotes}Blue Book{close_quotes} proposal at the California Public Utilities Commission (CPUC) to restructure the state`s electric services industry will boost competition for investor-owned (IOUs) and public power utilities. The move marks part of a growing trend among regulators around the country. Michigan has embarked on a very limited test of retail wheeling, which allows large customers to choose their electric supplier. New Mexico has also considered allowing wheeling, and other states are sure to follow.
