SO{sub 2} allowance trading: What rules apply?

The Acid Rain Program of the Clean Air Act Amendments of 1990 (CAAA) authorized the US Environmental Protection Agency (EPA) to create an innovative system of tradeable SO{sub 2} emission allowances for affected electric utilities. The resulting system is unique in that it requires a partnership between EPA, electric utilities, the Federal Energy Regulatory Commission (FERC), state public utility commissions (PUCs), and state air-pollution control agencies to successfully meet SO{sub 2} reduction requirements.
