This paper will address some of the problems that can arise when a Meter Prover generally of the Small Volume Piston (SVP) or Compact type is manufactured in the USA and has to be re-verified in the UK for a fiscal related application. The topics discussed will include the lack of specific instructions in the working standards regarding the actual manufacture of volumetric measures. Consideration will be given to the merits of the Metrology Route to determine the traceability of a SVP as distinct from the Mass Route, which uses the Volumetric Measure as the Primary Transfer Standard. Allied to the problems relating to the establishment of the base volume of the prover, are the problems associated with the determination of the {open_quote}K{close_quote} factor of the flowmeter on test to a high degree of resolution from a low accumulated pulse count. The concept of a Diagnostic Pulse Count system (MDPC) to determine the meter {open_quote}K{close_quote} factor as {open_quote}Volume per Meter Revolution{close_quote} rather than the {open_quote}Pulses per Gallon{close_quote} format is also introduced. The paper will describe some of the major design considerations of the CALMETA - MAURER bi-directional piston prover recently installed on the LPG metering skid on the Ninian Field-N.Sea - UK.
