Successful development and sale of any product require the proper identification of customer needs, both from a technological and economic perspective and from the manufacturer`s ability to deliver upon these needs. This paper chronicles many of the significant events-scientific, philosophical, and unforeseen - that shaped the development of the four-chamber, compact 7.1 m{sup 3}/h (250 cfh) gas meter. GRI`s role in this effort began with Compact Gas Meter Workshops in July 2989 and March 1990, with the gas industry perceived loss of market penetration in multifamily housing to the electric industry in the 1980`s. Current gas utility needs state that a compact gas meter must be competitively priced, capable of linking to a communications network, and provide for improved installation flexibility at a reduced cost.
