Trinidad and Tobago -- A location for gas based petrochemical manufacture

Trinidad and Tobago has a long history in the production of gas based petrochemicals. Methanol production started in 1984. At this time Trinidad has two methanol plants in operation and a third is under construction. The third methanol plant in Trinidad and Tobago is expected to be mechanically complete this month with commercial production expected to commence in February 1996. While it is true that many of the desirable production and logistic factors may be available in one location or the other, it is the total Trinidad package of competitive advantages and the facilitative role of the State, that add up synergistically, to confer an enduring and unique advantage to this location for gas based petrochemical manufacture. The author reviews the development of the Trinidad Methanol III project and in the process points out some of the critical factors that have contributed to its rapid implementation. The paper discusses the gas supply, political and economic climate, project development and execution environment, natural gas pricing, supportive infrastructure and available plant construction services, plant operation and maintenance, proximity and access to markets, and tax and fiscal incentives.
