The Department of Energy`s (DOE) 1991 National Energy Strategy estimates that, even with aggressive conservation and efficiency efforts, the nation`s demand for electricity is expected to increase 28 percent over the current level by the year 2010. The development and use of renewable energy technologies to help meet the demand for electricity in the future could have both economic and environmental benefits. However, the development and use of these technologies has been slow.
