The assumption is made that no level of exposure to radiation can be considered to be without risk, and conditions should be such that the detriment resulting from exposures to radiation can be made less important than the benefits to individuals and to society from activities that result in the exposures; and any further reductions in detriment become less important than the effort that would be required to accomplish such reductions. After a discussion of the basic principles of dose linnitation and of the practical application of the ICRP recommendations, it was concluded that: the system of dose limitation recommended by the Commission includes, but is not restricted to, the quantitative Maximum Permissible Doses and Dose Limits. As any exposure may involve some degree of risk, and thus some detriment, the comprehensive system of dose limitation is aimed at the following principal objectives: to secure compliance with the dose 1imits; to avoid the use of unnecessary sources of exposure; to provide for operational control of specific procedures, both individually and in combination, so that the resulting doses are as low as is reasonably achievable, economic and social considerations being taken into account; and to provide a more general framework to ensure that these doses are justifiable in terms of benefits that would not otherwise have been received.
