Options for recycle/reuse of coal tar contaminated waste

This paper discusses several recycle/reuse opportunities for hazardous and non-hazardous coal tar wastes that may be encountered during the remediation of Coke/By-Products Facilities or at Former MGP Facilities. At many inactive sites where remediation is required, both solid and liquid wastes containing coal tar substances may be encountered in old tanks, soils, process equipment, etc. Persons conducting the remediation are now able to take advantage of various recycling/reuse options that are available for those materials. The options available depend upon various physical and chemical properties of the materials as well as the waste classification of the respective material. In certain instances, properly recycling waste materials will enable the generator to claim important exemptions from waste classifications that would have otherwise left the generator with a limited selection of costly disposal options. Partly as a result of the decrease in the number of active facilities generating coal tar as a by-product, recycling/reuse of wastes has become an attractive option because of the demand for potentially saleable product or supplemental fuel. There are both manufacturing facilities and beneficial reuse facilities that are either permitted, or by lieu of certain exemptions, are available as cost effective options for the disposition of both liquid and solid coal tar contaminated wastes.
