Congress in the Pollution Prevention Act of 1990 stated that the national policy of the US was that pollution should be prevented or reduced at the source, whenever possible. Thus a pollution control hierarchy was established--reduction, recycle, treatment and disposal. The Act required EPA to develop a prevention strategy, and to undertaken specific nonregulatory activities to promote prevention. EPA has been experimenting with a new approach to achieving environmental goals--Voluntary Partnerships among government, industry, academia and the public. These voluntary programs with emphasis on technology innovation can produce environmental results more rapidly than regulation alone and in the most cost-effective manner. By promoting pollution prevention, they help maintain a strong economy while providing the nation with a cleaner, healthier environment. The Clean Air Act Amendments of 1990 which has many references to pollution prevention presented EPA with a significant opportunity to incorporate pollution prevention approaches into new legislative initiatives to improve air quality. This presentation will discuss the evolution and success of the Voluntary Partnerships.
