Technical Report ·
OSTI ID:4330174
A comprehensive survey of the safeguards considerations developed and applied in the United States nuclear powered merchant ship program is presented. A brief review of the major design factors of the first ship, N.S. SAVANNAH, is included to provide perspective for the further development of the safeguards aspects. Health and safety features, including American philosophy and design practice, are presented for the vessel and the reactor, with particular attention being given to containment, shielding, waste disposal, instrumentation, the first ship is detailed, including the establishment of radiation limits for passengers and crew, shipboard monitoring systems, and provision and facilities for analytical services. Manning requirements and the special training program for the crew of the first ship are also outlined. Areas of additional importance include studies of meterology, harbor factors, and an evaluation of credible emergencies are described together with shore facilities.
