A model is presented which binds together previous theoretical and empirical findings in a unified framework, and in so doing provides a deeper understanding of the physical processes which affect frequency distributions of air pollutant concentrations. The frequency distributions of air pollutant concentrations have been derived from first principles for both point and area sources, for both reactive and inert pollutants. (auth)
