Policy implications of the Price-Anderson Act as it relates to nuclear power plants are discussed. Features of the Act include: the requirement that licensees carry the maximum amount of insurance available; the AEC indemnity that closes the gap, at least in part, between aggregate liability and the amount of insurance provided; waiver of defenses provisions, establishing in effect absolute liability; the channeling of liability; and the provisions for transferring all suits arising out of a catastrophic accident to a single court.
