The authors present measurements and analysis of the propagation, absorption, and scattering of electromagnetic waves in an inhomogeneous plasma. The plasma is produced by ECRH with densities of 1--6 {times} 10{sup 11} cm{sup {minus}3} and electron temperatures of 3--6 eV. The DC magnetic fields form a magnetic beach with field strengths of 0.5--1.5 kG. Dominant RHCP waves are launched by a helix immersed in the core of the plasma and then propagate towards the magnetic beach. The 3-D inductive magnetic fields are measured by small coaxial loops using a homodyne detection scheme. The effects of the strong radial density gradients and the axial magnetic field gradients on wave propagation are examined. Scattering of the waves from the plasma, modulated dipole scatters, and excited ion acoustic waves are analyzed. Comparisons of experimental results with analytic solutions and with results from numerical simulations using the ANTENA and MAGIC codes are made.
