Major oil companies are shifting exploration and production investment to foreign countries. Smaller companies, `independents,` are expected to play a more prominent role in exploration and development, creating a concern that oil and gas resources in the U.S. will be developed less aggressively. A hydrocarbon model to describe the process of adding oil reserves by incremental drilling was developed, and the model was used to analyze the effects of taxation, depletion, and economic incentives on drilling and drilling productivity.
