The negative results obtained in a search for binary BETA decay indicate that the neutrino is not a Majorana particle and that experimental precision is not sufficient for finding double BETA decay with the Dirac neutrino. Considering the new situation in the theory of BETA decay, it is possible to attempt a theoretical analysis of double BETA decay probability using the effects of nonconservation of parity and nonconservation of lepton charge. The latter is quite improbable; however, it cannot be completely ignored. The Hamiltonian of BETA interaction with nonconservation of parity and lepton charge evolved by Pauli was used by C.
