Design basis for a safeguards approach to final disposal of spent fuel in a geologic respository

Traditional approaches implemented by the International Atomic Energy Agency (IAEA) to safeguard spent fuel are being revised to permit safeguarding of the system for final disposal of spent fuel in geologic repositories. The IAEA convened an advisory group meeting and two consultants meetings to identify the safeguards issues and to make policy recommendations to IAEA on the subject. In addition, IAEA initiated the international SAGOR (Safeguards for Final Disposal of Spent Fuel in Geological Repositories) Project to support safeguards policy development, to identify effective safeguards approaches that can be efficiently implemented, and to identify safeguards equipment that must be developed to permit IAEA to implement the safeguards approach.
