Electric vehicle charging systems: Volume 2. Final report
An important consideration in the successful introduction of electric vehicles (EVs) is establishing a dependable infrastructure that makes owning, maintaining, and recharging an EV a safe convenient, and positive experience for the owner. In the broadest sense, this infrastructure refers to the equipment, standards, and procedures required to safely and conveniently connect an EV to the electric power supply system. In 1991, EPRI established the Infrastructure Working Council (IWC) to serve as a forum for representatives from interested industries to establish recommendations for a standardized infrastructure for EVs. The council is organized into four working committees: Connector and Connecting Stations; Health and Safety; Load Management, Distribution, and Power Quality; and Data Interfaces. This report outlines recommendations from the Connector and Connection Stations subcommittee about what it would take for EVs to be commercially successful in terms of charging systems. In this summary, the subcommittee makes recommendations about the equipment needed to connect the EV to an electrical power supply--and what the power supply should be. They identified three areas for development: Methods of EV charging; Methods for coupling an EV to the power supply; and Methods for charge coupling. Also discussed are characteristics of electric utility power supply systems that must be considered and the common characteristics of electric vehicle power systems. The successful commercialization of EVs will require both residential and public access to EV charging stations to extend the reliable range of vehicles. Some of the issues to address in this regard are identified. Finally, areas that need to be considered to support widespread use of EVs are cited.
