July l, 1975 is the deadline established by the Clean Air Act Amendments in 1970 to achieve ambient air quality standards. It means that sulfur dioxide and particulate emission limits for operating power plants will be Federal law. The Environmental Protection Agency expects to see only 65 million tons of contraband coal after July l. It is expected that 190 million tons will be burned in violation of the law. Amendments have been proposed allowing permission for EPA to set the compliance deadline for selected power plants back to 1985. To qualify for this delay a plant would have to be isolated, would have to use an intermittent control system (switch to cleaner fuel or shut down during pollution-aggravating weather conditions), and would have to agree to install continuous emission controls after 1985. The sulfate threat, coupled with the July 1 enforcement date for existing plants, and the advent of new source emission limits for newly constructed coal burners, means that sulfur scrubbers or flue-gas desulfurization is about the only choice left for many power plants.
