Direct electronic timing has been used to measure the mean life of the 3464-keV state in $sup 40$Ar. The state was populated by the $sup 37$Cl($alpha$, p)$sup 40$Ar reaction at 10.6 MeV, and the mean life was determined to be 1.00 +- 0.03 nsec. The measured lifetime in conjunction with other $gamma$-ray angular distributions and previous $sup 38$Ar(t, p)$sup 40$Ar results allows an assignment of J/sup $pi$/ = 6$sup +$ to the level. The E2 transition strengths of the $sup 40$Ar 6$sup +$$Yields$$4$$sup +$, 4$sup +$$Yields$$2$$sup +$, and 2$sup +$$Yields$$0$$sup +$ transitions are compared to those in $sup 42$Ca and to a weak- coupling calculation.
