The process utilized at U.S. Department of Energy (DOE) weapons complex facilities to document public, worker, and environmental safety continues to change in response to mission changes within the complex and increasingly stringent safety requirements. Historically, expert knowledge formed the basis for ensuring safety. Currently, DOE`s formal requirements for documenting safe operations within the complex are requiring objective expressions of process and infrastructure expectations. This later standards-based approach to safety provides objective, measurable criteria, demonstrating that operations are safe prior to authorization.
