It is shown that the phases of inelastic $pi$N partial-wave amplitudes can be absolutely determined by using results from photoproduction. The signs obtained for the resonant amplitudes confirm the agreement with the relativistic quark model, the Melosh transformation, the broken SU(6)/sub W/ scheme, and vector dominance in the comparison with photoproduction.
