Experimental results are described on the excitation of electron plasma waves in a discharge with a short-circuited Hall current. The measured intensities of the high-frequency waves are two to five orders above the thermal level. It is established that the anode sheath plays an important role in the development of the high-frequency instability. For the electron plasma waves an excitation mechanism is proposed which involves the interaction of the Hall current with the slow electrons formed in ionizing collisions. This mechanism for high-frequency excitation is in qualitative agreement with the experimental results. (AIP)
