Excitation functions and angular distributions have been measured with high resolution for inelastic scattering to the 0$sup +$ 6.050-MeV, 3$sup -$ 6.131-MeV, 2$sup +$ 6.919-MeV, and 1$sup -$ 7.119-MeV states in $sup 16$O near the E/sub c.m./=19.7-MeV resonance in the $sup 12$C+$sup 16$O system. The 0$sup +$ and 2$sup +$ states show no resonant behavior whereas the 3$sup -$ state does. These results do not support an explanation for the E/sub c.m./=19.7-MeV resonance which involves an $alpha$-particle exchange mechanism. (AIP)
