It is found that water in glass is an effective quencher of the luminescence of the rare-earth activators Nd$sup 3+$, Yb$sup 3+$, Er$sup 3+$. Widely varying values of the luminescence extinction time tau and quantum yield eta can be obtained in a given glass composition, depending on the synthesis conditions, which permit the number of OH groups to vary. These values reach maximums in completely water-free glasses of the same composition. (AIP)
