Comparison of ASME Boiler and Pressure Vessel Code Section III, Subarticle NC-3900 and Subsection NE design and fabrication rules

In support of waste processing and waste reduction efforts within the DOE Defense Weapons Complex, the construction of new waste tank facilities at several DOE sites may be required. If these waste tank facilities contain significant high level radionuclide wastes and are classified as high hazard, the design and fabrication of such facilities may be required to conform to the requirements of the ASME Boiler and Pressure Vessel Code, Section III, Division 1. Depending on the waste confinement or containment requirements of these tank facilities, several Section III Subsections or Subarticles could be construed as being applicable to the design and fabrication of such waste tank facilities. If the tanks are to provide only a waste storage function then Subarticle NC-3900 and the associated NC fabrication articles would appear to be the appropriate construction criteria. However, if in addition, the tanks are required to provide a containment or confinement function then Subsection NE or Subarticle NC-3200 (for design) may also have some applicability. Since Subarticle NC-3200 and Article NE-3000 are very similar, this paper presents an indepth comparison of the design and fabrication rules of Class 2 Nuclear Waste Storage Tanks (NC-3900, etc.) to the rules for Class MC, Containment Vessels (Subsection NE). This comparison includes the areas of design, materials, fabrication, examination, testing and quality assurance. The results of this comparison provide a summary of the similarities and differences which exist between these two sets of construction rules. In addition a general discussion of the design differences between Subarticle NC-3200 and Article NE-3000 is also provided. This effort should provide some insight to designers in evaluating an applicable design code for waste storage facilities and will also be of benefit to potential reviewers of waste tank facility designs.
