Fission fragment angular distributions have been measured for fission following full momentum transfer in {sup 11}B, {sup 12}C, {sup 16}O, and {sup 19}F+{sup 232}Th systems from above barrier to below sub-barrier energies. The fragment anisotropies are found to exhibit an anomalous peaklike structure below the fusion barrier in all the systems. This structure has a universal behavior independent of the entrance channel mass asymmetry. With some refinement in the quasifission hypothesis it is possible to explain qualitatively the experimental results reasonably well. {copyright} {ital 1996 The American Physical Society.}
