Risk-based assessment of high energy piping systems: A practical approach

This paper describes the formulation of an assessment guideline for evaluating main steam and reheat piping in fossil power plants. This guideline has been named HEPRA, an acronym standing for High Energy Piping Risk Assessment. The PC-resident document queries the user about piping design and operating history, operating parameters, and inspection frequency and type. The tool computes a dimensionless risk number for each component within the high energy piping system. The risk is based upon the consequence of common steam-line failures and probabilities of these failures provided by expert opinions via a Bayesian Analysis. This guideline permits the owner/operator of the system to focus inspection activities on the most critical components, thus, optimizing inspection utilization. The computation algorithm is in a spreadsheet format which allows easy what if estimates for various inspection strategies. The assessment tool was formulated using principals outlined in the ASME Risk-Based Inspection Guidelines, Volumes 1 and 3. An Analytical Hierarchy process was used to apply modifying factors to the computed risks for each component. This paper discusses the process used to formulate this guideline and provide the results of an in-progress beta test.
