A crossed beam technique incorporating time-of-flight analysis and coincidence counting of the collision products has been used to study electron capture processes leading to O{sup +} and O{sup 2+} formation in collisions of 6 - 100 keV amu{sup {minus}1} H{sup +} and 10-67 keV amu{sup {minus}1} He{sup 2+} ions with ground state oxygen atoms. For H{sup +} impact, electron capture cross sections, which are dominated by accidentally resonant charge transfer are in good accord with most previous lower energy data. The corresponding cross sections for transfer ionization leading to O{sup 2+} formation pass through a peak at 34 KeV amu{sup {minus}1} where this process accounts for about 9% of the total one electron capture rising to 17.5% at 100 keV. Similar data have been obtained for He{sup 2+} impact where the resonant He{sup +}(2s) capture channel dominates at low energies.
