EPA releases draft greenhouse gas emissions estimate

Despite its low-key release, this will be a vital document for utility and government policymakers nationwide: EPA officials told the Senate Energy and Natural Resources Committee June 29 that this report, once finalized, will be the baseline used by the Clinton administration to meet the president`s pledge of cutting US greenhouse gas emissions to 1990 levels by 2000. The report, Estimation of Greenhouse Gas Emissions and Sinks for the United States: 1990, covers all greenhouse gases-CO{sub 2}, methane, nitrous oxide, nitrogen oxides, carbon monoxide, non-methane volatile organic compounds and chlorofluorocarbons and related compounds and provides a sector-by-sector breakdown of emissions - from stationary sources to energy production to agricultural, forestry and land use. EPA`s CO{sub 2} emissions estimates may be of greatest interest simply because it is the single largest greenhouse gas, accounting for 70 percent of the nation`s total contribution to radiative forcing. Out of the 5.05 billion metric tons of CO{sub 2} emitted in 1990, 1.71 billion metric tons, or just under 34 percent, were released by the electric utility sector. The vast majority of these emissions are from coal combustion, accounting for 1.46 billion metric tons. Industry also is a major emitter of CO{sub 2}, releasing 1.05 billion metric tons in 1990. Most of the remaining CO{sub 2} emissions can be traced to the residential and commercial sectors, which released 327.9 million metric tons and 221 million metric tons, respectively. EPA`s CO{sub 2} emissions estimates also are important because they almost certainly are the most accurate, and as such will be the most useful for tracking any future reductions.
