A two unit repowering project: Dalhousie Orimulsion{trademark} conversion and flue gas desulfurization project

In the fall of 1994, the New Brunswick Power Corporation (NB Power) completed a 46 month, $232 million repowering project at its Dalhousie Generating Station. The project involved retrofitting the station`s two units: (1) 100 mw oil-fired; and (2) 212 mw coal-fired, and new construction of environmental control systems. For this full scale commercial retrofit of two units to burn Orimulsion{trademark} in full compliance with environmental emission limits, the plant was selected for the 1995 Powerplant Award sponsored by Power Magazine. This paper discusses the Orimulsion{trademark} conversion project highlighting three aspects of information for the cost management community: (1) the objectives and constraints involved with the conversion to Orimulsion{trademark}; (2) the scope of the project; and (3) the management approach and technologies used by NB Power to successfully complete the project on time and under budget.
