The properties of 2{sup +} states at 2156 keV and 2231 keV in {sup 112}Cd have been measured using the ({ital n},{ital n}{sup {prime}}{gamma}) reaction. These states have strong decay branches, determined to be almost pure {ital M}1, to the 2{sup +}{sub 1} level with {ital B}({ital M}1) values of 0.044(5){mu}{sup 2}{sub {ital N}} and 0.055(5){mu}{sup 2}{sub {ital N}} respectively, and are interpreted as the main fragments of the 2{sup +} mixed-symmetry state, the vibrational analogue of the {open_quote}{open_quote}scissors-mode{close_quote}{close_quote} state in deformed nuclei. These observations provide the first firm evidence of mixed-symmetry states in a good U(5) nucleus. {copyright} {ital 1996 The American Physical Society.}
