High angular momentum states in {sup 79}Rb were populated via the {sup 63}Cu({sup 19}F,2pn){sup 79}Rb reaction. The 65 MeV {sup 19}F beams was provided by the Florida State University FN Tandem accelerator. Prompt {gamma}-{gamma} coincidences and angular distributions were measured. A highflying band structure dominated by dipole transitions has been observed similar to those seen in neighboring odd-A nuclei. Decay from the bandhead is to both positive- and negative-parity states with equal intensity. Also, angular distributions were measured to confirm the negative sign of the mixing ratios for {Delta}J = 1 transitions in the yrast positive-parity band as implied by the large DCO ratios. This has often been associated with an oblate deformation; however, Woods-Saxon cranking calculations predict a prolate deformation. The apparent contradiction has been resolved through particle-rotor model calculations. These calculations also reproduced the signature splitting and energy spacings of this band as well as the yrast negative-parity cascades.
