NRRI summary of New York State Department of Public Service: Staff position paper
On October 25, 1995, the New York State Department of Public Service (Staff) filled its Staff Position Paper in the New York State Public Service Commission`s (Commission) {open_quotes}Competitive Opportunities{close_quotes} proceeding. The {open_quotes}Competitive Opportunities{close_quotes} proceeding was established to address electric industry competition. The Staffs competitive model proposed several electric industry changes. To encourage a competitive generating market, electric utilities would divest their generating operations. To maintain system reliability and customer responsiveness, electric utilities would continue to own, operate, and maintain transmission and distribution (T&D) systems. To enhance customer choice, new energy service companies (ESCO`s) would be encouraged to serve residential, commercial, and industrial customers` needs. The Staff believes its model will reduce utility rates and increase customer choice while maintaining a reliable, safe, and responsive electric system.
