New theoretical and methodological aspects of the organization of water-resources management

The scientific principles of a study of the problem of the organization, planning, and management of water resources are in the stage of creative search, and with respect to many theoretical and methodological problems, specialists still do not have a unified viewpoint. Success in improving water-resources management will depend largely on an analysis of preceding experience in creating water-resources utilization systems, scientific knowledge of economic conflicts, construction of an appropriate theory, formulation of the taks and goals of management, finding the levers and tools for accomplishing them, and consideration of system-forming factors.
