In 1991 at the Control Gorge Hydro Power Plant in California, a massive penstock rupture occurred. Water at 580 feet of head poured out. The plant was down for five months, and the ensuing litigation lasted for several years. Consequently, establishing safety procedures for penstocks has taken on more importance. This article describes how to implement a penstock safety program that is simple, flexible, systematic, and cost-effective.
