Upgrading generation planning tools to capture the innovative and competitive benefits of repowering

A transition from a highly regulated, cost-based electric utility industry to a more competitive, re-regulated (possibly less regulated) industry can create new opportunities for power plant repowering. The nature of these new repowering opportunities will continue to depend on the business rules that govern the industry. And, while there are many new ideas and on-going experiments to bridge the gap from a cost-based to a competitive industry, such as performance-based ratemaking, any new set of rules that allows power generators to benefit from increasing their revenues and reducing their costs will create and enhance repowering opportunities. Improved strategies for identifying more competitive repowering opportunities can be implemented both in today`s regulated, cost-based business environment and in tomorrow`s re-regulated power generation business environment. In addition, upgraded planning tools can more accurately evaluate repowering opportunities and provide better and more competitive matches to business needs. Increased revenues, lower costs, and higher profitability can be achieved in the near-term, with even greater economic benefits available from power plant repowering in the more competitive future.
