The author presents heat capacity measurements for thin {sup 4}He films absorbed on a hydrogen preplated surface. The bare substrate used in this study was Millipore fibrous filter paper. Films were studied over temperatures between .2 and 1.0 K on hydrogen surfaces of two different thickness (approximately 20 and 37 {mu}mole/m{sup 2}). For both surfaces, a round heat capacity peak shifting to higher temperatures with increasing film thickness is found. A similar feature was previously observed in bare Millipore; the round peak has been interpreted as a reflection of the Kosterlitz-Thouless transition in 2D superfluid films. With hydrogen preplating, the peak appears at a lower helium coverage than an equivalent bare film peak at the same temperature. The peak is shifted 5{mu}mole/m{sup 2} for the first hydrogen surface while the second hydrogen surface induced a shift of 20 {mu}mole/m{sup 2}, corresponding to a coverage of about 1/3 of a layer.
