The doubly-odd nucleus {sup 164}Tm was studied in the {sup 150}Nd({sup 19}F,5n) reaction at 85 MeV. {Gamma}-ray spectroscopic measurements with the NORDBALL detector system were performed. The proposed level scheme of {sup 164}Tm consists of six new and three known but reinvestigated rotational bands, which are based on either the K{sup {pi}} = 6{sup {minus}} isomer of the K{sup {pi}} = 1{sup +} ground state. Most of these bands show the common feature of a very small signature splitting ({Delta}e` {approximately} 0 at {Dirac_h}{omega} =0.15 MeV). Therefore, a discussion of the experimental results in the framework of the {open_quotes}Tilted Axis Cranking{close_quotes} model is suitable. This discussion will also contain comparisons with particle-rotor and {open_quotes}Principal Axis Cranking{close_quotes} model predictions.
