Empirical equations are derived which model rotationally-sampled (R-S) wind turbulence as an input into structural-dynamic computer codes for the calculation of wind turbine fatigue loads. Equations are based on R-S turbulence data measured at the vertical-plane array in Clayton, New Mexico. For a first validation, the R-S turbulence model is used to calculate cyclic flapwise blade loads for the NASA/DOE Mod-2 2.5-MW HAWTs, with results compared to measured loads. Empirical factors are calculated which permit the prediction of load levels at specified percentiles of occurrence, as required for the generation of fatigue load spectra and the prediction of fatigue lifetimes. Good correlation is achieved, indicating that this R-S turbulence model contains the wind characteristics which produce many of the fatigue loads sustained by wind turbines of the scale and type of the Mod-2.
